		<description>This happended to me shortly after I shut down serveral WinXP_32bit services via Administartive Tools; unfortunately, I didn&#039;t record which services I shut down not now I&#039;m having to guess which one needs to be started back up.</description>

When I turned the
&quot;COM+ System Application&quot; 
service back on.  The error message went away.
